In ancient times, when the 12 animals were being chosen, the Jade Emperor had two criteria. The animal either had to be of some use to humanity, or had to arrive at the heavenly palace on the day of choosing. The Emperor couldn’t decide whether to pick the Dog or the Cat as they both served humanity equally, so he decided there should be a race. In the competition the Cat was so scared of the Dog biting him that he hung back too much and finished behind the pig. That meant that the Dog was the 11th of the 12 animals chosen.
